As quantum computing evolves from theoretical research to practical applications, the need fora robust regional ecosystem to support its development becomes increasingly critical. This keynote will explore the fundamental components required to build a sustainable quantum computing ecosystem in Latin America, focusing on collaboration between academia, industry, and government. We will discuss current global trends in quantum computing and highlight regional efforts to foster innovation, talent development, and investment in this cutting-edge technology. The session will outline strategies for nurturing a quantum-ready workforce through educational initiatives, partnerships with international organizations, and local research hubs. It will also cover the importance of public and private sector funding in creating an environment where quantum startups and research groups can thrive. By emphasizing the need for cross-sector collaboration and strategic policymaking, this keynote aims to provide a roadmap for positioning the region as a key player in the global quantum computing landscape.
Rafael Sotelo is the Dean of the Faculty of Engineering at Universidad de Montevideo (Uruguay), co-founder of the startup Quantum-South, and a professor at Universidad de la República. He worked for more than 20 years at Broadcast, Telecommunications, and IT companies, and has been a consultant for the Ministry of Industry and the National Technological Laboratory of Uruguay. He has extensive research expertise in quantum computing, video experience quality, and industrial and social applications of artificial intelligence and technology. He is involved in several research organizations, including being a Member of the National Research System, Fellow of the National Academy of Engineering of Uruguay ANIU, and Senior Member of the IEEE. Currently, he is on the steering committee of the IEEE Quantum Technical Community and the organizing committee of IEEE Quantum Week. He has spoken at and organized global quantum events worldwide and is contributing to developing the quantum ecosystem in Latin America.
